President Donald Trump’s 2026 budget will eliminate funds for a substantial number of federal programs believed to “incentivize” illegal immigration, according to a Friday report.
The Blaze reported exclusively that the funding cuts are part of the president’s campaign pledge to not only reduce the number of people in the U.S. illegally but to also make it less appealing to try to get into the country illegally.
With border crossings now at record lows, President Trump is moving to dismantle what his administration describes as incentives for illegal immigration by targeting taxpayer-funded programs, according to a memo obtained exclusively by Blaze News.
These include initiatives that downplay the importance of learning English and offer publicly funded educational services tailored to illegal migrants, which the administration views as ideologically driven.
While the president’s budget is separate from ongoing negotiations in the House and Senate, it serves as a clear statement of the administration’s policy priorities and a blueprint for future legislative efforts, The Blaze noted.
“President Trump is committed to eliminating the funding of our own invasion,” the memo says. “The President’s FY 2026 Budget fully funds a strong border, mass deportation, and stops the endless stream of benefits to illegal aliens given preference over American citizens.”
Trump’s budget proposes to eliminate the English Language Acquisition program, which promotes educational equity and advocates for multilingualism rather than emphasizing English as the United States’ primary language, according to the memo.
Under former President Joe Biden’s administration, the program was utilized to provide education funding for illegal aliens while “simultaneously promoting divisive ideological indoctrination in the classroom.”
Cutting this program alone would save the taxpayer $890 million, The Blaze noted.
Also targeted for elimination are the Adult Education and Family Literacy Act grant program and the Migrant Education and Special Programs for Migrant Students, projected to save $729 million and $428 million, respectively. The initiatives offer educational services to illegal aliens and, according to the administration, often promote “radical diversity, equity, and inclusion” (DEI) principles.
Trump’s budget proposal would also eliminate the Department of Homeland Security’s Shelter and Services Program, which the White House argues has “significantly enabled illegal migration” by funding transportation and shelter for undocumented migrants in Democrat-led sanctuary cities and states—yielding an estimated $650 million in savings.
Additionally, the budget would cut $3.5 billion in Migration and Refugee Assistance, a program the Biden State Department has used to support migration under what the administration now describes as “mostly bogus refugee status.”
Collectively, The Blaze reported, cutting the programs will save U.S. taxpayers some $5.6 billion annually.
Meanwhile, earlier this week, Border Czar Tom Homan strongly suggested that officials in so-called “sanctuary cities” could be in danger of being arrested by federal immigration authorities for allegedly “harboring” illegal aliens.
Homan was interacting with a reporter outside the White House when he was asked about President Donald Trump’s executive order signed earlier this week in which he threatened to defund migrant sanctuaries. “Why not just arrest the leaders who are harboring and shielding illegal aliens — actually, terrorists — from deportation?”
With a slight smile on his face, Homan paused for a moment and said: “Wait ’til you see what’s coming.”

Homan has been warning since before Trump’s inauguration that not only is the administration serious about mass deportations, but that anyone who is aiding and abetting the harboring of people in the country illegally should expect to be held responsible for it.
To that point, Homan said during an interview last weekend following the arrest of two judges accused of shielding illegal migrants from federal immigration agents that it shouldn’t surprise anyone.
